New York requires drivers in this state to have a valid license issued from New York State, Canada, or other state in order to drive a motor vehicle. New York will give reciprocity to these other jurisdictions and honor their privilege to drive.
If a motorist is visiting New York from another country, New York will recognize a valid driver’s license from a foreign country as being valid. There is no need to apply for a New York State driver’s license unless you become a resident of New York.
In the event that a driver from another country wishes to apply for a New York license, the driver must take a driver’s test and surrender the foreign license to the Department of Motor Vehicles. The local DMV office is required to destroy the license 60 days after receipt.

In order to avoid such a situation, the driver should have some additional documents written in English that can easily assist the officer in determining that they have a valid privilege to drive in New York.
